it sounds to me as though he likes you, but he's shy. staring at you may be his way of showing you he likes you. i think you'll have to make the first move, if you're interested. why not give him a smile or just say hello? that might be enough to spur him into action. most shy guys just need a little encouragement. hope it works out for you.
