How would I go about making a rule for all day care centers to have cameras to monitor children and the satff?

There's been too many cases of abuse in day care centers. Children come home with bruises in their arms or face. Sometimes DHS can't prove if it was the workers at a day care center so the case is dismissed and everything goes back to normal. This is similar to the Joshua Minton's Case. So can I start. How many signers will I need for a petition? Who would I send the petition to?
