What is this childhood movie name?

It is about a genie and a lamp, and a boy. But it is not aladdin or Disney-related. I just remember it being very strange. Like the characters talked funny haha. I can't seem to find any thing genie and the lamp related movies not being Aladdin. But it was basically the same story. There was some evil woman though I think instead of a man (jafar). Also it was not the thief and the cobbler. Its most definately from the early 90s I believe.
