I have a theory regarding life on other planets.?

It is known that most stars are born in the center of a galaxy and die out near the edge. Doesn't it make sense that if you would like to find more advanced civilizations you would go to the stars on the edge of the galaxy and if you want to find less advanced civilizations you go to stars closer to the center of the galaxy. This gives scientists a statistical method of finding life that is more advanced or less advanced than ours without having to search all the stars. Do you agree or disagree?
