Is there an Islamic nation that allows people to convert to other religions?

I thought Turkey was an example since they are the only liberal democracy but Article 301 in their law code (insulting Turkishness) has been used recently to prosecute Muslims leaving the faith. Also, Malaysia and Egypt both had high profile cases of Christian converts trying to get their ID cards changed and they both LOST. That is really sad to me. Why won't Muslims allow freedom of religion? Mohammed did say in the Hadith that, " The man who abandons his religion, kill that man." but only 11 Islamic nations actually kill apostates through the courts. Why don't the rest join the modern world and allow people to think for themselves?
